Preheat oven to 350 degrees and prepare a 9"x13" baking dish.
Cook the ground beef until browned in a medium sized sauce pan. Then, with the pan at a simmer, add water, diced tomatoes and green chiles, and taco seasoning. Cook and stir for a few minutes or until the water has evaporated/boiled down. Remove the pan from the heat and set aside.
In a medium sized bowl, beat the cream cheese and salsa together. Set aside.
Cook the refried beans in a new sauce pan according to the package directions. Once the beans are cooked, add in 1/2 cup of the cream cheese/salsa mixture and stir. Remove from the heat and set aside.
It's time to layer everything together! Spread 1/3 of the meat mixture across the bottom of the 9"x13" baking dish. Layer 2 tortillas on top of the meat mixture. Then, layer half of the bean mixture, then half of the cream cheese mixture, then half of the remaining meat mixture, then 1 cup of each cheese. Be sure to do everything in order!
Next, layer the remaining 2 tortillas on top. Top with the remaining bean mixture, cream cheese mixture, meat mixture, and shredded cheese.
Bake for 25-30 minutes or until the cheese is melted and golden brown.
